"tweaking"  is crack cocaine psychosis, after smoking this stuff they stand and twirl in circles and sink to the ground than roll over and start over...later they hallucinate that there are tiny particles of crack on the sidewalk so you see them closely scrutinizing a piece of sidewalk looking for whatever it is they see....they also hallucinate bugs crawling on their skin and will scratch themselves raw..

In Vancouver we call this the Hastings Street Shuffle because it is so prevalent in that particular area....sadly it is mostly young people doing this...try googling "crack cocaine psychosis"...you'll learn more than you really want to know about this
