At first only the ground level of the cell blocks were wired up to prevent people escaping. People began to commit suicide by jumping from the upper levels rather than face the unspeakable acts they knew were being perpetrated in the ground floor torture cells. Infuriated, the Khmer Rouge prison governor ordered all floors to be covered in bars and wire.

Looking at the pictures, the building/grounds looked to have been a pretty place, back when it was a school.
